5.2 Key actors generating agriculture biotechnology innovations and knowledge

Nigeria has set up several knowledge-related institutions (such as PRIs and centres of excellence) since the colonial period, however, there has been poignant deterioration due in part to a lack of investment in facilities and human capacity development under its military regime (IFPRI, 2006). By the end of the 1990s, the public-sector infrastructure had evidenced a massive decline both within universities and PRIs that can be ascribed to a multitude of factors, namely:

(a) An unstable political situation and declining support from governmental agencies.

(b) The Structural Adjustment Programme (SAP): reduced educational expenditure, one of the pronounced negative effects of the SAP.2

(c) A lack of cooperation with other actors within and outside African countries.

(d) Expanding university enrolment and graduate output: universities within Nigeria have had expanding enrolments with no or little by way of a commensurate increase in academic staff, research funding, and other infrastructure.3 The expenditure per student at the university level declined drastically between 1984–85 and in 2000 throughout the country (Oyeyinka et al., 2005).
